The primary goal of the VYI Basketball program is to provide a recreational outlet for all school age youth, ages 5-18, in the Vienna area who have a desire to participate. This past season 2500 children participated in our basketball program making it one of the largest in the area.
Fees for disadvantaged youth/financial hardship are waived
Winning is not emphasized in 1st-3rd grades
Teamwork is taught
Good sportsmanship is promoted
Another goal of the league is to facilitate the creation of balanced teams, with the intention of delivering well matched competitive games
All house league players are rated based on a league-wide assessment. Players are assigned to teams by a draft, or assignment at some younger age levels.
The county-level (select) teams are determined by tryouts. Players that do not make county teams are encouraged to play in the house league.
Games are monitored by League Commissioners to ensure equality, good sportsmanship and good coaching.

2020-2021 VYI BASKETBALL RETURN TO PLAY POLICY – HOUSE LEAGUE*
VYI Basketball is committed to giving the children of Vienna an opportunity to get on the court and play this winter. While we are excited about having a season, our foremost concern is the safety of our players, coaches, officials and families. To that extent we will put the following rules in place understanding we are following the guidelines of the CDC, the Governor’s orders under Phase 3, and the Fairfax County Office of Neighborhood and Community Services for both for practice and competition.
The following leagues will be offered this year:**
4th Grade Girls
5th Grade Girls
6th Grade Girls
4th Grade Boys
5th Grade Boys
6th Grade Boys
7th Grade Boys
8th Grade Boys
9th/10th Grade Boys
11th/12th Grade Boys
Teams at all grade levels will consist of ten (10) players. VYI will not conduct assessments. Teams will be formed by VYI commissioners at random. Player requests will not be considered. All players must be play in the league corresponding to their grade level; VYI will not permit “playing-up.” If there are insufficient players to form a league at a specific grade level, VYI may combine leagues (e.g., 4th grade girls + 5th grade girls).
Parents must complete the VYI Basketball COVID-19 Return-to-Play Waiver for each player they register prior to placement on a roster.
Each team will be required to have two (2) coaches. All coaches must register complete the following:
VYI house coaching application
Building director test
VYI Basketball COVID-19 Return-to-Play Waiver
Games will run from Saturday January 9th or January 16th (depending on grade level league) through Saturday March 12th. A minimum of eight (8) games will be scheduled.
VYI will not offer playoffs or all-star games during the 2020-2021 winter season.
*It is anticipated the FCYBL will issue guidelines for FCYBL games. VYI teams playing in the FCYBL will be required to follow the guidelines in this document for all practices.
**Due to lack of HSG teams playing in the Friendship League there will not be VYI HSG teams this season.
Teams will have, at most, one (1) practice/week. Certain leagues (e.g., HSG and HSB) may be game-only leagues.
Practices will be in a one-hour or 45-minute block with a 15-minute gap in between each session. Teams may not enter the gym until after the teams in the preceding practice session have exited the gym. Specifically, the first team must exit the facility completely before the next group enters. Second group must remain in their cars until first group is completely out of the facility.
For practices, gyms will be limited to one team.
Practice plans should be designed to limit potential physical contact and encourage social distancing. Drills involving potential contact will be minimized. At the start of each practice session, players should be separated into small groups and stay within those groups for the entire session.
All players are required to bring their own basketball to practice. Sharing of basketballs during practice should be minimized as possible.
Players/coaches will not share equipment including pennies during practices. Only coaches handle equipment during setup and cleanup.
Players must wear masks entering and exiting the gym but are not required to wear masks while actively training.
Coaches must wear masks during the entire session.
No high-fives or handshakes.
Team cheers and team meetings should be avoided unless you can maintain 10 ft social distancing.
Pursuant to VA Dept. of Health guidelines and recommendations, spectators are NOT permitted in the gym during practice.
Only coaches and players permitted in the gym for practices. Minimum two (2) coaches required. Since practices will be limited to one (1) team, each team MUST have two (2) coaches. Teams cannot practice if only one coach is present.
Games will be scheduled in 75-minute blocks. Players should not enter the gym until the teams from the preceding game have exited the gym. Specifically, the first team must exit the facility completely before the next group enters. Second group must remain in their cars until first group is completely out of the facility.
Pursuant to and VA Dept. of Health guidelines and recommendations, spectators are NOT permitted in the gym during games.
The following are the only people permitted in the gyms during games:
COVID parent/building director
Score table volunteers (2) – one from each team and coaches must designate these volunteers prior to game day.
No high fives, handshakes, team hugs, etc. with coaches, teammates or opponents.
No jump ball at the start of the game. The home team will begin the game with possession.
Coaches, COIVD parent/building director, score table volunteers and referees must wear masks at all times while in the gym.
Players must wear mask while entering and exiting the gym and while on the sideline. Only players actively playing the game do not have to wear masks.
Players cannot share water bottles.
Players must be socially distanced, as best as possible, while on sidelines.
Space score table from team benches.
Score table must be sanitized before and after each game, by the visiting team.
Coaches will be provided with sanitizer. The home team must provide a game ball, which the home team must sanitize prior to giving the official. The home team must sanitize the ball during time-outs and between quarters.
Before games and practices, check your child’s temperature and refrain from participation if your child has a fever (i.e., ≥ 100.4°F).
. Specifically, they must ask each player, coach and score table volunteer:
1) Do you have a cough and/or sore throat;
2) Have you had a fever in the last 72 hours;
3) Do you have shortness of breath;
4) Is anyone in your house ill with a fever or cough; and
5) Have you had contact with someone known to have or under investigation for COVID-19/Coronavirus in the last 14 days.
The COVID parent/building director must ensure that only players, coaches and score table volunteers enter the gym
The COVID parent/building director must ensure that mask guidelines, social distancing and sanitizing procedures are followed.
Must adhere to 10ft social distancing practices when interacting with players and coaches off the court.
Must wear masks when entering and existing the gym and between games.
Must avoid exchanging documents or equipment with players and coaches.
Players, coaches and parents are required to follow the VYI COVID-19 reporting guidelines.
Any player, coach or parent that tests positive for COVID-19 must quarantine according Virginia Health Dept. and CDC guidelines and is required to obtain approval from the VYI basketball commissioner (Jay Brigham) and/or assistant basketball commissioners (Debbi Dyson/Scott Tulino) before returning to participation.
CONSEQUENCES FOR NON-COMPLIANCE
Any coach that fails to adhere to the league rules on social distancing, mask requirements and/or safety of their team/players during practices or games may be removed by the VYI Basketball Board (consisting of Jay Brigham, Debbi Dyson and Scott Tulino). This also includes failure to timely exit the gym after each practice and game.
Any player or coach found to knowingly disregard a recent contact with a positive Covid-19 patient/individual (by not notifying the Head Coach in a reasonable time (no more than 24 hours or the next practice/game…whichever comes first)) will be removed from the team for the remainder of the season and will not be offered any refunds.
The COVID Parent/Building Director has the authority to remove a coach/player/volunteer from the gym for “COVID Safety” violations. Any argument by a coach or player will not be tolerated.
If parents (spectators), other than coaches, the COVID parent, and score table volunteers enter the gym and refuse to leave the referees will halt play until he parent (spectator) leaves the gym.
REGISTRATION AND REFUND INFORMATION
Online registration will open on December 5, 2020 and close at midnight on December 19, 2020.
Payment is not required at the time of registration. Payments will be required to be made between December 23 and December 28, 2020.
If COVID-19 public health concerns force the cancelation of the season VYI will offer refunds as follows:
Before any games have been played: 100 percent refund.
If one to three games played: 50 percent refund.
If four or more games played: 0 percent refund.
Refunds will not be given once games begin for any reason other than COVID-19.
VYI has received some complaints concerning the behavior of some parents, coaches and/or children using area sports facilities. While many of these complaints are eventually discovered to be related to other sports that are not related to VYI, we want to ensure our members continue to be respectful of the neighborhoods, schools, and parks that host our practices and events. Some of the specific complaints we’ve received include:
Parking in front of neighborhood houses and obstructing resident access
Walking through private property
Generally disturbing the peace and quiet of the people living around the fields and gyms
As stated previously, we don’t know if any of the incidents reported involve VYI parents, coaches or children but it is appropriate that we establish guidelines so that everyone knows what is expected of them. Anything a parent, coach or player does while attending a VYI activity reflects on VYI and all of us individually.
Use of area gyms and fields is a privilege not a right. VYI has an excellent reputation in the community and because of that we enjoy certain privileges. It is imperative that we maintain this reputation. We are guests in these neighborhoods and must conduct ourselves accordingly.
We will be amending the parents Code of Conduct rules to spell out specific expectations but here are some rules that we must all follow:
Parking on residential side streets is only permitted when all lots adjacent to a facility are full.
Do not park in the designated SACC (School Age Child Care) parking areas in school parking lots
When it is necessary to park on a neighborhood street we must be quiet and respectful of the residents and their property. This means there should be no yelling, littering or trespassing on private property.
Never park in such a way as to block a driveway or otherwise obstruct the resident from leaving their home or parking in front of it.
Make sure we leave each facility clean and free of trash.
Be a leader. If you witness inappropriate behavior intervene and report to a coach or commissioner as appropriate.
